RESOURCE DESCRIPTION
The preliminary damage assessment (PDA) is collected post-event to gauge the impact and magnitude of damage and the resulting needs of the affected individuals and the community. PDAs are performed jointly by the Federal Emergency Management Agency (FEMA), the Small Business Administration (SBA), and the US Army Corps of Engineers (USACE). These agencies use the PDA to help determine what types and amounts of assistance will be available to impacted communities. PDA summary forms indicate the assistance program funding deemed necessary to restore affected private and public property to their original, pre-event states. This information is used by the State as a basis for the Governor's request for a Presidential disaster declaration (PDD) or emergency declaration, and by the President in determining a response to the Governor's request. PDA data are included in FEMA's recovery Mission Scoping Assessments to help define potential event consequences and assistance program needs. PDA data summaries include total Individual Assistance (IA) and/or Public Assistance (PA) program cost estimates (if requested by the state); the number of residences destroyed, severely damaged, lightly damaged, or otherwise affected; the percentage of insured, low income, or elderly households; and the statewide and countywide per capita impacts. Note that for events with probable large impacts (e.g., Hurricane Sandy in 2012), an expedited request for a PDD may be made. In this case, PDAs are not required for a PDD, but they are still preformed to determine assistance needs. The underlying summary data for each PDA may or may not be publicly available for each event, depending on the type of disaster.
